A possible operation of the New Universe?

One rule in the New Universe:

No one can force anyone to experience what is not desired to be experienced.

Question: Who is going to enforce this rule?

Answer: No one. This rule shall be an inherent property of the New Universe itself. All will have equal power. All can be Gods, but will not have the ability to forcefully cause another being to suffer, unless the being agrees to, which would likely be a rare occurrence. If a God gets off on getting raped and enjoys this, then this God may do so freely. But if a group of Gods decides to rape another God by force, the other God can instantly say ‘no’ (meaningfully) and the other Gods will be completely powerless to do anything undesired to this other God. Anyone can take any form desired. Anyone can go anywhere, anytime. Anyone can experience anything desired, with the only exception of causing another God to suffer without this other God’s consent. Those that enjoy enslaving others against their will shall have to find Gods who consensually enjoy being enslaved. Of course when these Gods get tired and bored with their enjoyed slavery, and wish to go free, the New Universe instantly manifests freedom for them. Everyone is free except those who wish to take freedom away without consent.
